I think the best way to test beef back is to test with a toothpick for tenderness.  They will bend when done and pull back nicely, but they will do that before they are completely tender.

You will also see some major pull-back from the bones due to the lack of meatiness...........

It depends on how thick they are.  I usually use a toothpick, like Billy suggests, because it does not lie.  If that toothpick slides through with little to no resistance in several places, then they are tender.  If not, they need more time.

I judge mine by the pull back on the bones and then check for tender meat
