Just talked with my butcher - prices are 2.99/ lb and should stay that way for most of the summer. He verified they are full packers, I wish I could remember the grade (he had one in the case). What I like is that it usually is local beef and he will also trim it for me if I call ahead (price goes up though if he trims it).
Personally, I love having a Mennonite butcher within minutes of the house - we can get local meat reasonably prices. My wife buys her chicken breasts by the case at .99/ lb and usually splits it with a few families (40lb of chicken is a lot!).
