This can be accessed by the following
Settings>>personalization>>colors>>choose your color. you have white, dark, and custom. This changes default windows app backgrounds and the window desktop borders.
Be forewarned, using a high contrast scheme is much more invasive and can have unintended consequences. This can be found under the related settings on the same page.
